APRIL 28, 2020 -  GOV. LEE EXECUTIVE ORDER UPDATE:
Gov. Lee signed Executive Order 30, which includes:
  • Allowing Tennesseans and businesses to return to work in all industries where that can be safely accomplished by following health guidelines, while urging employers to allow or require remote work/telework if possible.
  • Social and recreational gatherings of 10 people or more are prohibited, including but not limited to festivals, fairs, parades, youth and adult sporting events, and overnight summer youth camps.
  • This does not cover places of worship, for which there will be guidelines for safe operation of worship services and gatherings if in-person services are conducted, but the order strongly encourages places of worship to continue virtual or online services where possible.
  • This does not prohibit weddings and funerals, but encourages postponement of large-gathering components of such events.
  • Entertainment and recreational gathering venues must remain closed to the public for now, including, but not limited to, bars, night clubs, live performance venues, bowling alleys, arcades, concert and sporting event venues, theaters, auditoriums, performing arts centers, racetracks, indoor children’s play areas, adult entertainment venues, amusement parks, senior centers, and skating rinks.
  • Close-contact personal service businesses must remain closed to the public for now, including, but not limited to, barber shops, salons, spas, body-art/tattoo services, tanning salons, and massage facilities.
  • Nursing homes and similar retirement and long-term-care facilities must remain closed to visitors, except for critical assistance and in end-of-life situations.
  • Persons with COVID-19 or COVID-19 symptoms are required to stay at home, and employers may not require or allow employees with COVID-19 to work.

We are doing so because our major industry is tourism and we feel these additional steps will help protect our residents and visitors. APRIL 17, 2020 -  SEVIER COUNTY UPDATE:
The Department of Health reports that out of 629 COVID-19 tests in Sevier County, 24 were positive, and 22 patients have recovered. 1 is still in quarantine. We are saddened to report the first death in Sevier County due to COVID-19. This is a somber reminder that everyone should follow the safety and health guidelines and that older adults and people of any age who have serious underlying medical conditions might be at higher risk for severe illness from COVID-19.
APRIL 16, 2020 -  SEVIER COUNTY UPDATE:
While President Trump and Governor Lee are currently aiming for an early May reopening of businesses, Sevier County leaders have been working on a plan to restart the county economy.
 
Business owners, economic development personnel and tourism leaders have been communicating for several weeks with the county mayor, city mayors and managers of Gatlinburg, Sevierville, Pigeon Forge, and Pittman Center, to find a way to welcome visitors while keeping them and residents safe.
 
The cities and county will send their recommendations to the governor’s office. Based on the current projections of an early May reopening, it may not be feasible for all businesses to operate under the same guidelines, or in the manner to which they were accustomed. A strategic plan will hopefully lead to a swift and safe, economic recovery.

18 people have tested positive for COVID-19, and at least 8 of those have recovered, in Sevier County as of April 7, 2020. The county expects to get an update on the number of recoveries on Friday, April 10. The latest evaluation gave Sevier County an A- rating for social distancing during the coronavirus outbreak. Thank you to the citizens who have followed the guidelines of the CDC and the Tennessee Department of Health. APRIL 3, 2020 - SEVIER COUNTY GOVERNMENT LIMITS ACCESS:Public access to Sevier County Government buildings and offices will be restricted effective April 6, 2020, through April 14, 2020.
Buildings that house county offices, including the courthouse, election office, jails, probation, public works, sheriff’s office, and veteran’s service are limiting in-person services. County government will continue to operate and employees are continuing to report to work. Normal business hours are 8 a.m. to 4:30 p.m. Please call the department you need to do business with directly and make an appointment only if the business is essential and time-sensitive. Passport applications and renewals will be suspended at the county clerk’s office through April 14, 2020. Vehicle tag renewals should be conducted using the drive-through behind the sheriff’s office on Bruce Street.
“Following Governor Lee’s stay at home order, we felt restricting access to government buildings was appropriate,” said Sevier County Mayor Larry Waters. “While we were already taking precautions, this was the necessary next step.”

The mayors of Sevier County and Gatlinburg, Pigeon Forge, Pittman Center, and Sevierville have declared a State of Local Emergency for Sevier County, Tennessee. This declaration is executed by political subdivisions of government, both City and County, to comply with TEMA’s request to open the Sevier County Emergency Operations Center, to allow cities and the county financial flexibility and the opportunity to qualify for grants and/or loans and to possibly recoup expenditures related to the COVID-19 outbreak.

“These are difficult times. Our normal lives have been disrupted. However, it is vitally important that everyone continues to follow the guidelines from the CDC and the Tennessee Department of Health,” said the mayors. “We want to limit the spread of COVID-19 and this declaration helps us to do that.”

MARCH 22, 2020 - JOINT PRESS RELEASE REGARDING BUSINESS OPERATIONS AND COVID-19

The mayors and city managers of Sevier County, Gatlinburg, Pigeon Forge, Pittman Center, and Sevierville are requesting and strongly urging non-essential businesses and services in Sevier County to temporarily close to the public due to the COVID-19 outbreak. This request coincides with Governor Lee’s Executive Order 17, which is in effect through April 6.
 
Essential businesses and services, as defined by the state, include:
  • Food and beverage: grocery and beverage stores, farmers markets, food banks, catering, convenience stores selling food, agriculture, food processing, feed mills, and other businesses that directly support the food supply
  • Health care, mental and behavioral health, and biomedical research and businesses that directly support the healthcare industry including health information technology, staffing and supplies
  • Sanitation and waste removal businesses and services
  • Energy, water, and sewage businesses and services
  • Pharmacies and medical supply businesses, and other businesses that directly support the drug and medical supply pipeline
  • Vehicle fuel, support, service stations and businesses
  • Banks, savings and loans, insurance companies, accounting businesses, and other business that directly support the insurance and financial services sector
  • Legal and judicial services
  • Laundromats/laundry/cleaning services
  • Home and business repair, hardware supply
  • Warehousing and storage
  • Construction and facilities design businesses
  • Product logistics, transport, and distribution businesses
  • Parcel transportation and delivery businesses
  • Veterinary and pet supply business and services including agricultural services and the caring and feeding of all livestock and farm animals
  • Home and business cleaning and maintenance services
  • All businesses which rely upon deliveries may continue, including florists, Internet and telecommunications systems (including the provision of essential global, national, and local infrastructure for computing services, business infrastructure, communications, and web-based services)
  • Essential city, county, state and federal government functions including law enforcement, transportation, post offices, airports, and businesses that provide government programs and services
  • Certain other business and services that the Office of the Mayor determines are essential for the continued safety and security for the citizens of Sevier County.
Metro governments, such as Knoxville, Nashville and Memphis, operate under different laws and charters and have the authority to order the closure of certain businesses. Sevier County and the cities do not have the same authority; however, we again strongly urge our citizens and businesses to adhere to this request.
 
Earlier Sunday, Governor Bill Lee issued Executive Order 17, which called for businesses to use alternative business models.

“We encourage all citizens and business owners to visit this site for the latest information on the COVID-19 situation” said Sevier County Mayor Larry Waters.  “This will be a great resource for our community. Working together, we will show resiliency to rise above this situation quickly and show everyone that we will always be, mountain tough.”
 
The site was originally developed to provide information and assistance to the citizens of Sevier County after the wildfires of 2016. Mayor Larry Waters, Gatlinburg City Manager Cindy Ogle, Pigeon Forge City Manager Earlene Teaster, Sevierville City Manager Russell Treadway and Pittman Center City Manager Michael Borders, along with the city mayors, authorized the Sevier County Economic Development Council to re-launch the site.
 
 “This website, managed by IMEG, is designed to provide the most updated information and to point our citizens to the appropriate websites or agencies that will provide them assistance during this very difficult time,” stated Allen Newton, Executive Director of the SCEDC.

Due to the increasing number of positive COVID-19 cases in Tennessee, the mayors and city managers of Sevier County, Gatlinburg, Pigeon Forge, Pittman Center, and Sevierville have requested the Tennessee Department of Health issue orders for restaurants and bars in Sevier County. The orders would include no more than 50% occupancy for in-building dining, closing bars, and following CDC guidelines for spacing.
 

 
MARCH 19, 2020 - Joint Press Release from Sevier County, Gatlinburg, Pigeon Forge, Pittman Center and Sevierville:
Over the past several weeks, leaders from Sevier County and the cities of Sevierville, Pigeon Forge, Gatlinburg and Pittman Center, along with health experts and emergency responders, have been meeting frequently and communicating daily on responding to the COVID-19 outbreak. 

Individuals and local businesses must play a role in limiting the spread of the virus.  The CDC and Tennessee Department of Health have directives and guidelines to help slow COVID-19.  We encourage everyone to follow these guidelines to ensure the safety of the public. The President’s Coronavirus Guidance for America: 15 Days to Slow the Spread contains specific guidance for individuals. We implore our citizens to follow these guidelines.
 
After consulting with our legal advisors, it is not clear that the cities or county have the authority to close businesses at this time, during this stage of the public health crisis. However, we strongly advise that all of our businesses and citizens follow the advice of the CDC and the state of Tennessee.
 
In addition, the cities and county have been working to create a website with updated COVID-19 information. It should launch soon and contain updates regarding businesses, employees, unemployment, closings, and healthcare.
